JSP Skopje is operating the public transport network of Skopje, the capital city of North Macedonia, and the surrounding area with city and suburban lines. Annually, JSP Skopje buses cover 15.5 million kilometers, transporting more than 50 million passengers. Citizens are served from 496 city and 505 suburban bus stops, which are distributed across 36 city and 42 suburban routes.

The case study in a nutshell:

The Challenge

When Modeshift took over the modernization of Skopje’s public transit system in April 2024, we encountered an outdated infrastructure. JSP Skopje needed enhancement in features in operations and data management. Passengers were demanding a modern and reliable channel for easy ticket purchase.

The Transformation 

In an ambitious 3-month rollout, Modeshift implemented our state-of-the-art fare collection and passenger information system — transforming Skopje’s transit network in record time.

Key milestones included:

  • 600 buses equipped with Modeshift’s latest generation of electronic validators, retiring obsolete systems. 
  • Launch of a modern, intuitive mobile app, now with over 50,000 downloads, providing real-time vehicle tracking, schedules, expected arrival times, and digital ticket purchases. 
  • Deployment of a new passenger web portal, allowing riders to buy digital tickets and top up smart cards online. 
  • Introduction of a new SMS ticketing system, making fare payment accessible for all — especially popular with elderly passengers. 
  • Deployment of new devices at paper ticket sales points, modernizing legacy sales infrastructure. 
  • Implementation of a real-time CAD/AVL module for vehicle location tracking, enabling SkopjeBus to optimize routes, monitor service performance, and access operational reports. 
  • Delivery of an account-based system that allows dynamic fare management, real-time validation reporting, and flexible route management.

Modeshift also empowered SkopjeBus to take control of its paper ticket production — allowing them to generate QR codes and print tickets internally, cutting production costs to just 2 stotinki per ticket.

Data Migration Success

One of the project’s most complex tasks was migrating SkopjeBus’s 600,000 passenger records from a legacy media-based system to the new account-based platform. This included preserving:

  • Passenger names 
  • Account credentials 
  • Travel history and purchased products 
  • Wallet balances

The migration was completed seamlessly — passengers experienced a simple, instant transition by tapping their existing smart cards on new validators on launch day.

Results

The transformation produced immediate and impressive results:

  • 🚍 600 buses equipped with modern validators 
  • 📱 50,000+ mobile app downloads to date 
  • 📈 Week 1 after launch: 9,000 active app users 
  • 📊 Week 2 after launch: 19,000 active app users 
  • 💳 Week 1: 20% increase in mobile app ticket sales 
  • 🚀 2 months after launch of the system: 4+ million rides and 120,000 validations per day 

Conclusion

In less than a year, Modeshift not only rebuilt a broken public transit system but redefined Skopje’s passenger experience — restoring trust, improving accessibility, and modernizing operations with data-driven, flexible, and scalable fare collection technology. This project stands as a benchmark transit transformation in Southeastern Europe, proving what’s possible when modern mobility technology meets bold operational leadership.
